Do I need a Lantau licence for running a moped around the island?

Yes you do. You would need to at the minimum obtain a learner license before you can ride a moped on Lantau.
To do this you need to attend 12 hours (3 x 4 hour sessions) off road with the Hong Kong School of motoring.
If you pass the test (3 figures of 8 with an emergency stop) you can then ride on 'L' plates but you need to own your bike and get insurance. Learner insurance isn't cheap however if you go on to pass your test you get some costs refunded.
Once you have your 'L' plates you can book your road test. There is no need to take more lessons although the HK School of Motoring will try to tell you otherwise. If you pass that you are on 'P' plates for a year. This means no passengers on your bike amongst other restrictions.
