致大嶼山各界友好,

大嶼山愛護水牛協會鑿於在過去三個月內,已錄得至少三個牛隻被侵略性動物攻擊而造成嚴重受傷的個案。三個個 案中的其中兩個,是兩頭水牛分別地被發現它們的身體後方有多處被帶侵略性動物攻擊而導致嚴重受傷,尾巴亦被 噬斷了一大段,另一個案更是一隻三星期大的嬰兒小黃牛在上月塘福村內被噬至命危。

經本會接獲投訴後經調查証據顯示,以上個案是由於有新搬來的居民經常鼓勵他們飼養的狗隻去攻擊田野間的牛隻 以自娛而所造成。

本會鑿於區內有狗主人鼓勵飼養的狗隻作攻擊性行為,並自由放任牠們進行對其他無辜動物作出攻擊的做法感到不 能接受,且因事件對公眾和其他無辜動物的安全而感到憂慮,因此希望籍以此公告知會大嶼南各區,並呼籲各方能 進一步擴大保護我們的公眾和無辜動物免除這種不文明的傷害。

以下是本會為防止公眾和無辜動物被侵略性動物攻擊的一些建議:

出外時請隨身請帶備在日期設置相機/具攝錄工能手機,如可以的話,請多帶一支三呎多長的木棒或手杖。

相機
在目擊到有動物暴力事件發生時,請在確保自身體安全情況下立即將暴力事件中的施暴和受害者、或正在促使事件 發生的任何人和物都拍下照片,照片是暴力事件的第一線現場證據,可為受害動物在施救和緝兇時提供重要線索和 資料。並盡快在確保自身安全的情況下立即致電大嶼愛護牛隻熱線81036312求助。

木棒或手杖
此工具的用途並不是用作攻擊任何人或動物,而是在目擊有動物暴力事件出現時,在確保自身安全距離情況下,可 以用力以木棒敲擊在地面或任何可發聲的硬物上製出聲響,或高舉木棒或手杖於空中假扮攻擊姿態,並以加以區趕 聲音來嚇退施暴者。此舉可即有效地分散施暴者的注意力和即時停止攻擊,但亦有機會將施暴者的注意力轉移到你 的身上而同時將攻擊目標轉移,所以當作出此舉時必須確保你與暴力事件位置的一個安全距離。


你的合法權利
1. 如受害動物已經受傷,請即電大嶼愛護牛隻熱線81036312,並請為受傷動物傷勢拍攝傷勢照 片。
2. 如目擊有事件發生,請立即報案999和知會大嶼愛護牛隻熱線81036312,我們亦會為求助人提供即時處 理事件建議,(和代求助人向有關部門要求緊急支援。),本會會在資源能力許可情況下盡快抵達現場協助處理事 件。
3. 如果有人向你以施襲動物的主人聲稱,並試圖阻止你為事件作出記錄,你有權選擇向對方表明,作為事件已報案的 第一目擊證人,你有權選擇留待在現場以確保在警方到達前,現場証據不會受到騷擾或破壞。(任何人士,在事件 被報案後的現場企圖移動、破壞或毀滅現場一切情況或物件,一被證實,可被刑事檢控及定罪。作為事件證人的你 ,因而絕對有權可以把試圖阻止你的人士,以攝影或錄像方法將對方容貌記錄下來。)
4. 根據危險狗隻條例,所有被證實帶攻擊性動物,不論是否有所屬主人,法庭可以公眾安全為理由而下令處理該危險 動物。

證據
在可能而你又願意的情況下,請為事件作出即時記錄:時間、地點、牽涉事件中動物或人的的描述(種類、年齡、 性別、顏色、身型等…)。如可以的話,也可嘗試搜集能證明事件的的任何證據,如替現場拍照或錄像(證實誰是 攻擊者和誰是受害者,)等 。

如事用件已被報案,請將有資料的正本交給警方,副本則直接交給LBA的代表獸醫或工作人員,或以電郵至la ntaubovine@gamil.com,讓我們為事件時存檔和作出跟進。

Dear Lantau friends,

May I draw your attention to a series of aggressive animals attacks in the area of Lantau South.

In last three months, Lantau Buffalo Association have taken on three bovine serious injury cases - these 3 (three) cases were all caused by aggressive dog attacks. Two of these three case were water buffaloes in Pui O who had the entire length of their tail bitten off. And a baby calf who was only 3 (three) weeks old when attacked – close to death. According to our informant, some dog owners were witnessed encouraging their dogs to attack the animal. Therefore we are herein to request your help in monitoring and supporting our work to provide greater protection for cows & buffalo especially in open rural areas, where people let their dogs run free. Following are some of suggestions for what to do if you see a bovine being attacked by an aggressive dog.


Always bring along in hand a date setting camera /phone camera and a strong stick when you are taking a walk on the field or in the neighborhood.

Camera/Video
1. If you see an incident immediately call the police. As well, where reasonably possible immediately take any photos or videos if possible, so that evidence is available for us to request a follow-up investigation by the police.
2. Photograph and/or video the attacker (owner of the aggressive animal), the attacking dog & the human and/or animal victim from a safe distance.
3. If you feel you are about to witness a potential crime or witness an actual crime (eg; animal cruelty) as a witness to the incident, you have a legal right to record any events to prove what you have witnessed including photos and videos of anyone who claims to be the owner of the aggressive animal. However, please ensure your own safety in every situation.

Stick
The stick is NOT for offensive or defensive use i.e. to hit any human or animal. But if you see any aggressive dog going for another animal, from a safe distance you may beat the stick on the ground or similar to create a vibration, sound, noise and distraction or wave it in the air and shout loudly at the aggressor animal.

Be aware that this may or may not stop the attack, but it may also put you at risk from any aggressive animal. So if you decide use this method to distract the aggression, please always ensure your own safety first and make sure you are doing this from a distance.

Your legal right

1. Any witness may call the police at 999 and/or the LBA hotline 8103 6312 immediately for help.
2. In case anyone approach to you during your documentation of the incident declaring the owner of the attacker, you can choose to declare to any persons that, as the witnesses of the incident who have reported the incident to the police as there has been a possible crime and you are staying at the scene where the evidence is and that such evidence should not be touched, disturbed or collected by anyone, but the police upon their arrival.
(If any persons intrude onto the scene and disturb the scene and any evidence thereon and/or remove and/or destroy any evidence at the scene, this may constitute a criminal offence and you will be a witness to this. Immediately call the police to report this as a possible criminal offence and where reasonably possible, take photos and or videos of any person(s) tampering with the scene of an incident and record the actual interference with a possible crime scene. )
3. Even if the aggressive animal appears to have no owner, the aggressive animal may constitute a public health and welfare risk including a threat to humans.

Evidence
If you can, please document the incident: The time, location, number of animals or if humans involved both as animal owners and as witnesses. The photos/videos of both (together is preferable) attacker and victim animal.

If a victim is already injured due to a violent attack, call the police and the LBA hotline at 8103-6312 immediately and take photos/videos of the animal injury. LBA will adopt and handle the case for whatever immediate action we can do within our source ability.
