Water front building complex near Pui O Beach

I was coming back on a boat from Pui O Beach to Discovery Bay and always notice a white building complex fronting onto the waterfront. No one ever seems to know the story of what it is. Can anyone enlighten me?

It's out on the tip of Chi Ma Wan peninsula. It's a somewhat failed holiday resort. Sure it looks nice, but you've got to hire a sampan to go to Cheung Chau and that is your quickest access to civilization! Otherwise you could hike to Pui O or Mui Wo, but that'd take at least an hour. I've noticed recently that they've been done up quite nicely and people are trying to sell them again.
